EU parliament passes new regulations on batteries to promote battery circular economy

Improper disposal of used batteries will not only have a bad impact on the environment, but also lax recycling procedures will directly promote the development of the second-hand battery market, and the circulation of inferior batteries will aggravate safety hazards. Considering the large-scale development of electric vehicles, battery demand is expected to increase by more than ten times by 2030, so Europe’s battery rules were revised and new regulations on batteries and waste batteries were passed on July 10.

The new regulation promotes a circular economy by regulating the entire life cycle of batteries. As such, the regulation sets out end-of-life requirements, including collection targets and obligations, material recovery targets and expanded producer responsibility.

The specific battery recycling requirements are as follows:

  1. The new regulations set a waste portable battery collection target for producers (63% by the end of 2027 and 73% by the end of 2030), and introduced a special collection target for waste batteries from light vehicles (51% by the end of 2030) )
  2. The regulations set a target of 50% lithium recovery from waste batteries by the end of 2027 and 80% by the end of 2031, which can be modified through authorized actions according to market and technological developments and lithium supply.
  3. Regulations specify mandatory minimum recycled content levels for industrial batteries, SLI batteries and electric vehicle batteries. The content of cobalt was initially set at 16%, lead at 85%, lithium at 6%, and nickel at 6%. Batteries must contain recycled content documentation.
  4. The recycling efficiency target of nickel-cadmium batteries is set to reach 80% by the end of 2025, and 50% for other waste batteries by the end of 2025.

The new regulations will replace the current battery directive in 2006, and the new regulations will be activated within 6 months of issuance. The current battery system will not be abolished until 24 months after issuance, so batteries can still be used according to this system before then. Target market.
